Underr the bill, parts of D.C.’s Procurement Practicess Act of1985 -- the authorizing legislatiom for D.C.’s procurement process -- wouldc be tweaked. The act currentlh requires the Office of Contract and Procurementr to perform open negotiations of contract which requires an extensiveaward process.
The new bill woulrd cut down on administrative andjudicial review. Beforer issuing an RFP, the office can issuer a request for qualifications from prospective vendorss to identify vendor credentials upon which to awarfdthe contract. The RFP would then be issued to two ormore
